How on-demand care can support you when direct funding isn’t enough

The gaps in Direct Funding

The Direct Funding program in Ontario is designed to enable adults with physical disabilities to become employers of their own attendants. It offers clients control of their care, as you become the manager of the attendants with liberty to recruit, hire, and train as needed. Despite the program’s upside, it leaves little room for error. Any sickness, personal emergency, or vacation can leave someone without the critical care that they need.

Last-minute needs and how to plan for them

No matter the crisis or the circumstances, it is important to have an emergency plan to rely on and avoid the stress of “figuring it out” on the spot. This could mean finding more flexible care like on-demand platforms or traditional agencies. It could also mean tapping into a contingency fund or other forms of funding to fulfill your needs.

Supplementary funding sources

In case of emergency, people who are already a part of the Direct Funding program in Ontario should have 5% above their monthly budget reserved by CILT automatically as a “contingency fund”. This limited amount can be accessed to cover costs associated with unexpected expenses.

There are also secondary funding programs like SSAH that can reimburse expenses in cases where they meet program criteria. Funding from ODSP is a guaranteed allowance once approved that could also be used in emergency situations. These funds are great for people who qualify, but the strict eligibility requirements and long waitlists leave many people without access.

Indirect funding like tax credits (DTC, CBD, etc.) could also be considered supplementary funding sources.This financial support is only felt once you submit your provincial and federal taxes and some of these tax programs are non-refundable. While they are great during tax season, they do not necessarily provide relief in a real emergency.

On-demand platforms vs traditional agencies

In situations where direct funding falls short, the two most common options are on-demand platforms and traditional care agencies. They both typically offer the scheduling flexibility that direct funding lacks, but they differentiate themselves by the level of control you get to keep. With traditional care agencies you are assigned a caregiver without much, if any, consultation to ensure the fit is right. Most agencies will also apply significant guardrails for attendants, leaving them with limited capacity to complete certain tasks outside of the agency’s scope and service area.
